At the equator, centripidal force works with you. Plus, at least at the north pole, one would have to fill in the ocean for a ground anchor. Africa, Asia and South America have convenient land not under thousands of meters of water.

Besides, the view from equatorial elevators is nicer... Forest... Clothing optional Rio beaches... Giving way to the blues of ocean... From the poles it's all ice. :)

I wonder if, at the poles, the entire elevator rotating around its centerline would add stress? I don't know, I'm the idiot who never finished liberal art degrees. I'll defer to the engineers.
