There are places where the longboat (along the rivers or at sea) is present. When the ship (and crew) are at hand, the longboat swaggering may be substituted. I don't have the swagger of Disarming Blows (F), but the encounter is at the docks. My boat has Arcane Sentinel (F) for Advantage or to take Calculated Actions in combat.
Some encounters take place off the vessel. There you decide as a player party (Kirk & Spock) which swagger to game along (how many red shirts we taking). One-Third of Longboat Swaggering may be used by the party away from the ship. (My lawyer says pg 67, Raiding Parties.)
Why take anyone?
The scale of this play is company. Doesn't always need to be, but the players are leaving resources behind. Those henchmen might represent the swaggering of (A), (R) and (T), for example. Truly comes into play when the monsters grow as characters level. Extras in the movie getting eaten as the hero grimaces at his loss.
