They were riding down a hill into a head wind at a certain speed.

Change any of those variables and you change the benefit.

If I remember correctly, air drag is based on the velocity of the fluid squared. The coefficient was very low but if you got the speed up high enough it mattered. So headwind plus speed going down hill gives you benefit in this case. No head wind means keep turning the pedals.

I bet you could put probes in the air around the bike to break destabilize the flow of the air for some benefit as well. Turbulent air increases the pressure like on an airplane wing.

But, as we all remember from the great move "Looker" ... it all works until something moves.
