By the Manual question and General Question

Q1: I rolled By the Manual a second time and wanted to get clarification. Step 1 says if it happens again then lose one marine. Then step 2 says lose 1 marine.

Am I losing 2 marines, or is it just saying I don't get the METT-TC benefit twice so only step 2 applies and I lose a marine? Based on the description of the action, it doesn't seem like I'd lose more marines since I'm the one flustering them and trading shots. I just don't receive the benefit twice?

Q2: I'm on my second combat against Lobau. Am I doing this right? I have 2 fury and a full seabag, and keep rolling 4+ for the most part. So I'm getting a bunch of Always Faithful and picking off the enemy. Just wondering if it's just working great in my favor since I don't have a command disadvantage like against Ney or if I missed something. I guess this is the USMC kicks ass part huh?
