Message:Outlands does require higher level characters to build/improve a stronghold.
Simplify the "character sheet." Throw away the three columns of modifiers.
Construct a stripped down version where the freehold is built using the binary-pair Traits for a Cutlass port. Instead of adding/subtracting that long three column list of things that can have numerical values with something that shifts things, say, "One position towards Unruly. (If City is already Unruly, then towards Corrupt)."
Or, construct some resource tracks like in Delvers. "Fortifications, Finances, Food, Fitness (health of population, but I'm enjoying alliteration), Fun." Actions can just move a category along the track. Fortification is intended to imply ability to attack. Having strong walls does nothing without fighters to push over ladders.
You can reduce the options on the tables. You don't need Success, Mixed, Fail, Mishap. Pass/Fail. Or, since Scutage is PvP turn the entire thing into a Swaggering duel where the results of the Swagger move the track. Just pulling things from my butt here as I don't have Scutage open in front of me. But, as I recall, it's a pretty thin pamphlet. Like, 28 pages?
