I would suggest that you could let the players use their skills and knowledge of the E10 universe to eliminate some options each time.
-- Roll skill to determine if there is a hazard beacon.
-- Use Sensors to detect local population
-- Use Funky Power to detect contents of a zone.
-- Pilot Skill to buzz the tower so to speak and reconnoiter the area.
-- Fire a plasma ball from space to ... uh ... sterilize a zone.
Just a suggestion. As IronRusty would comment, he would still pick the wrong zone.
