Sometimes any game's method is illogical and simply the mechanism to implement the rulez.

In a Fantasy campaign, expect nothing to have logical connection. What surprises me is the lack of whimsy, as designers and refs fallback to the common rules of capitalistic society. e.g., Why is it a coin based economy, that has a regular connection of hotel-style inns? That is a very modern concept in terms of our analog human history.
