I think the copyright issue is a big question mark. I would not add any games myself. The site has a bajillion already. Including a few I like (only barely got to letter B of the list).
I'm sure if an author-owner complains, a game will go bye-bye. But policing this kind of thing is time exhaustive for the companies, ourselves included. I see our booklets often in the dark web and remote (Eastern Europe) "Hey try this, pay me dollar and have access to a million things (I've stolen)" sites.
You can argue game mechanics are not copyrighted. Yes. But there is so much else in a rule book or the counters of a game (the art) that makes me wonder if Vassal is just another Abandonware site. People want to try old games. Those games may be out of print. But does that make them free?
How is Vassal supporting its own servers? Benevolent Ruskies or something else embedded in the code to download. I believe my HD encryption Ransomware (a decade back) was probably from an Abandonware site.
If there is a favorite game of yours, we probably can make something personal via web, rather than jumping into Vassal. I bought Grand Imperialism from Nobel Knight to get a copy we can (one day cross fingers) use.
