I looked at the ABOUT section and seems it was stated in 1996 by an Avalon Hill game geek. May be just a bunch of grognards who like games. Nary a Russian in sight (site).

You should check out the code engine. If it just tossing card art and moving chits, it could be a universal table for us to make and drop content. Why not?

There is a part of me that wonders when Roll20 is going bye-bye. This sight looks like a labor of love with less interest in making a D&D universal video game with lighting effects. More that they just want a place to have a rule pdf, the counters (cards) and the map. Not so much Vanity as a vibe of "I'm retired and can scan and code this."
