In closing, US knows this is a problem, old people getting Spanish Prisoner and Fake Refund scammed. But no one does anything to punish the Indian data servers that support this. At least give me a checkbox that says, Ask me for Permission before allowing any connection outside of my State, Country or Circle of Friends.

California passed a Do Not Call list. We still get two or three scam calls at 10a or 5p each day. Corresponds to my B'fast and Dinner. We had to remove our answer machine. Just one mistake of answering YES to an innocuous question can be repurposed (by scammer) to prove we gave consent to empty our bank account. Shame, modern Shame where politeness is used to con.
