The Roll20 randomizer seems a bit off. We have had lots of Majors and lots of repeating cards. Inverter works.

Yet your Wheel and soon next Wheel is rare. I do recall once I just took the Wheel and shoved it back into the center of the deck. The once (in Mission Gen). Now, that seems blasphemy.
