A double draw gives 16x15 possibilities - 240. Just under the possible options of Red's Sci-fi deck.
But does one put the runes back on every draw, pull till the bag is empty, or is one rune designated as "Wheel of Fortune?" Designating a "shuffle rune" takes base options to 15, pairs to 210 (except then a "shuffle rune" brings up the possibility of the same rune appearing twice in a pair?). Maybe a "shuffle rune" in a pair could throw everything in the bag except the non-shuffle-rune currently active.
I see possibilities here, but would probably want each player to have their own rune set. A single bag for the party shuffles REAL fast. Each player having their own bag... Gets interesting.
Elder Futhark's base 24 and paired 552 options gets unwieldy.. Unless, maybe the runes in common with Younger Futhark are "minor" and those unique to Elder Futhark become "major?"
