The three special Conditions of Breach, Exploit and Overwhelm, which restrict Skills put in-play, will only occur once each in any single event or encounter. GM decides otherwise. Hopefully this will avoid the endless cycle of remove Condition for auto-Harm and thus create another upon another.
This penalty might persist long past the battle that creates the Harm. Target Tracked lasts until removed by in-play Skill, combo E#01, Honor Bound, or upon the first wound received. When more than one player character has this penalty, the result does not create a spiral where one character’s wound then doubles on another and another, endlessly. However, multiple characters all Target Tracked will suffer the wound, just not double wounds when someone already Target Tracked takes an injury and then his allies suffer duplicate for being themselves Target Tracked.
This penalty persists long past the battle that creates the Harm. The penalty may only be removed by combat, either after the result is inflicted or in a subsequent engagement.
This penalty prevents the player character from adding Skills in-play. He may still perform Funky Powers and use Implants, perhaps creating the combo to remove the penalty. e.g., E#13, True Melee.
