Message:If the game is cat and mouse ... then your rant is true. And, perhaps it is mostly cat and mouse.
But, I played a game at GenCon that breaks your general rule.
It was a game where the Ref simply knew the rules and enforced them as written.
We had all agreed that we would follow the rules. We held a ticket. It was implied.
So, he made us make all the rolls and save as appropriate.
It didn't take long before the players who were all experienced gamers knew they were in serious trouble. No one enforces that rule they wailed!!! But, it's part of the game.
He didn't out think us ... he simply let us walk into the trap set by our own hubris. In the end, someone had to take a beating and perhaps die. If the thing we were doing was important, then .... it needed to be done. If not, the exit was clearly marked (in a gaming sense).
This was not just a OCD. This was just giving making us taste the true rules. Most hated it but I was amused by the session.
But, the Cat generally gets the Mouse.
